FTA Issues New Joint Development Circular with Zero-Emission Fueling Technology Update

FTA published an update to the Joint Development Circular to include revision required by the Bipartisan Infrastructure Law. The revision adds “technology to fuel a zero-emission vehicle” as an eligible joint development improvement under FTA programs. If FTA funds are used for the construction, maintenance, or operations of equipment used for privately-owned zero-emission passenger vehicles, the recipient must collect fees from users of the equipment.

Joint development projects involve a collaboration between a transit agency and one or more partners to build dense, walkable, mixed-use development on real estate it owns as part of its transit system. It typically includes public and private investments that are coordinated between transit agencies and developers to improve land owned by a transit agency or related to a transit improvement.
