Newly Adopted: Coordinating Council on Access and Mobility Strategic Plan; 11/30 Webinar

Today, FTA convened the Coordinating Council on Access and Mobility (CCAM), a federal interagency council that coordinates funding and provides expertise on human services transportation for people with disabilities, older adults, and individuals of low income, and officially adopted the 2023-2026 CCAM Strategic Plan. The plan prioritizes expanding safe access to transit and providing affordable mobility options and sets a framework for collaboration among CCAM grantees at all levels and across jurisdictions.

The plan was created through collective engagement among leadership, staff, and stakeholders from the CCAM partner agencies during 10 federal working sessions held from February to June 2022. In addition, the CCAM held four listening sessions from May to June 2022, where each CCAM agency invited stakeholders, including national, state, and local agencies, organizations, and associations, who provided valuable input.

The plan required a collective effort from CCAM agencies and stakeholders to develop; from 2023 to 2026, the same coordination will be harnessed to implement its strategies to improve transportation access for all.

Established in 2004 by Executive Order 13330: Human Service Transportation Coordination, and tasked with improving coordination and reducing duplication across federal programs that may fund transportation services, the CCAM is issuing policy recommendations and implementing activities that improve the efficiency, accessibility, and availability of transportation for transportation-disadvantaged populations. FTA leads the CCAM on behalf of the Secretary of Transportation, in coordination with 28 other agencies across 11 federal departments. Together, the CCAM agencies administer 130 federal programs that may fund transportation for CCAM’s targeted populations (older adults, people with disabilities and/or individuals of low-income).
